On May 20, 2025, Governor Ferguson signed Senate Bill 5814 into law, introducing a major change that will affect businesses across the state: IT services will soon be subject to Washington State sales tax.

Starting October 1, 2025, all IT services provided by EXP Technical will be taxable under this updated law.

What Was Taxable Before?

Previously, Washington State only taxed a small subset of IT services, specifically those that involved installing, upgrading, or maintaining hardware and software.

Some examples:

✅ Deploying a new server? Taxable
✅ Installing a security patch as part of a server maintenance check? Taxable
❌ Troubleshooting login issues? Not taxable
❌ Conducting a cybersecurity assessment or other IT consulting? Not taxable

In short, only IT work tied to physical upgrades or software enhancements was taxed. Everyday support and technical training were not.

What’s Changing with SB 5814?

The new law significantly expands the definition of taxable services in Washington. As of October 1, most professional IT services—including those previously untaxed—will now be subject to sales tax.

Examples of newly taxable services include:

  • · Information technology training services
  • · Technical support and help desk services
  • · Network operations and system support
  • · In-person hardware/software training
  • · Data entry services, and data processing services

If it’s a service related to information technology, it’s taxable under the new law.
